  • €250,000 into an approved innovative start-up
  • €500,000 into an Italian company

“Italy resonates strongly with South Africans because it offers stability without rigidity,” Thaele explains. “Families can continue living and working in South Africa while knowing they have a legally secure foothold in Europe for education, retirement, or future relocation.”

Many view the Italian Investor Visa as a strategic “Plan B”: a safeguard that preserves future choice rather than forcing emigration today. The programme allows a single application to include spouses, children under 21, and dependent parents, reinforcing its appeal as a family-centric solution.

Italy also offers potential tax planning opportunities under its non-dom regime for qualifying individuals, although specialist advice is essential.

According to Giulio Mignacca, Consul of Italy in Cape Town, “Italy’s Investor Visa Programme is part of a structured strategy adopted by the Italian Government several years ago and progressively refined over time. Its objective is to attract qualified investors who are interested in building a lasting relationship with Italy, rather than pursuing purely transactional migration options.” 

As with any regulated migration pathway, outcomes depend on careful structuring and compliance. Industry specialists consistently stress the importance of aligning immigration decisions with broader tax, investment, and family objectives.

Mignacca adds, “The programme combines clear legal requirements with a high degree of flexibility, while offering access to Italy’s quality of life, stable legal environment and, for eligible individuals, a competitive and well-defined tax framework. We are seeing growing interest from internationally mobile families who value optionality, long-term planning, and regulatory certainty”.

Italy’s Investor Visa is not designed for speculative or short-term gain. Instead, it rewards thoughtful planning and responsible capital deployment, qualities increasingly favoured by European authorities.
