The Minister of Finance, Enoch Godongwana, has appointed Lebogang Paul Mogashoa as the new Pension Funds Adjudicator for the Office of the Pension Funds Adjudicator (OPFA), in accordance with section 30C(1) read with section 30C(3) of the Pension Funds Act, 1956.
According to the Treasury, this appointment is effective from December 8, 2025 and will run for a term of three years.
The OPFA, a Schedule 3A public entity under the Public Finance Management Act of 1999, serves as a statutory ombud scheme established in terms of section 30B of the Pension Funds Act. Its core function is to investigate and resolve disputes between pension fund members and their respective funds, thereby safeguarding the rights and interests of the public, the Treasury says.
The OPFA also adjudicates complaints referred to it under section 211 of the Financial Sector Regulation Act of 2017, reinforcing transparency and fairness within the retirement funds sector.
According to the Treasury, Mogashoa’s appointment is governed by the provisions of the Pension Funds Act, the PFMA, and relevant governance frameworks. As the Pension Funds Adjudicator, he is entrusted with the responsibility of leading the OPFA and executing its statutory duties with integrity and independence.
It says with more than 17 years of experience in pension fund law, governance, and administration, Mr Mogashoa brings a deep reservoir of expertise to the role. His career includes senior positions such as Deputy Principal Executive Officer and Company Secretary at the Eskom Pension and Provident Fund, and Senior Corporate Legal Counsel at the Pension Fund MANCO for the South African Tourism Board. His professional journey began at the OPFA itself, where he progressed from Legal Intern to Senior Assistant Adjudicator, demonstrating both commitment and competence in the field.
Mogashoa is an admitted Advocate and holds a Bachelor of Laws (LLB) from the University of Limpopo, a Master of Management in Governance and Management from the University of the Witwatersrand, and a Master of Laws (LLM) in Mercantile Law from the University of Pretoria. He has also completed an Executive Development Programme at the University of Stellenbosch, underscoring his dedication to continuous professional growth, it says.
The Treasury says throughout his career, Mogashoa has shown exceptional leadership and strategic acumen, particularly in handling complex litigation matters. His thorough understanding of the legal and regulatory framework governing pension funds, combined with his commitment to public service, makes him well-suited to lead the OPFA. In his new role, he is expected to uphold the principles of fairness, accountability, and impartiality, while ensuring that the interests of both the public and the organisation are protected.
Minister Godongwana congratulated Mogashoa on his appointment and expressed confidence in his ability to fulfil the responsibilities of this vital role. The Minister also extended heartfelt appreciation to the outgoing Pension Funds Adjudicator, Muvhango Antoinette Lukhaimane, for her exemplary leadership and significant contributions to the success and credibility of the OPFA, it says.
